Ce tournant écologique dote-t-il également l'Afrique d'un potentiel porteur de développement, ou bien le continent devra-t-il faire face à une nouvelle „fuite des ressources“ et qui maintiendra le niveau de pauvreté malgré une richesse énergétique indiscutable, tout comme le niveau de manque malgré une situation d'excédent énergétique certaine ?
